Project Case Study

Haines Creek Line

6.45-Mile Transmission Line, 115 kV, Operated at 69 kV

Scope
Design (plan, profile, foundation); material specification (pole type, dimension, strength; pole-top assemblies); coordination of subcontracted surveying, soil boring and underground utility location; ensuring smooth and economical construction.

Notable Project Aspects
The project was a rebuild of a 1950’s era line. Soil conditions were poor and access was limited, but underground conflicts were minimal.

Jurisdictional Wetlands and Sovereign Submerged Lands were the main obstacles. The SSL issue did not appear until very late in the environmental permitting process, threatening to derail the schedule. We were able to expedite the FDEP’s internal document flow and minimize delay. Construction began on time with a slight delay from working around the permit. The line was due to energize the week Hurricane Charley blew by and was ready to energize the Monday after Charley.

By using vibratory-installed steel poles, the cost of matting was greatly reduced. Utilizing the large vertical clearance required over the river, well beyond the river, also reduced the number of structures. The client informed us these two design elements more than offset the greater per unit cost of steel poles.

Estimated Total Project Cost
$5.1 million
